They could account for the loss in density and therefore mass via an increase in the charge of the load. Perhaps increasing the gunpowder and modifying the wadding? Making the pellets larger would be useless because the pellets would incur increased air resistance and would have a harder time penetrating the feathers and skin of the prey due to the larger surface area.
